Presentation

The ZACA project (Zone d’Activités Commerciales et Administratives) is an initiative from the Burkinabè government to redesign the city centre with better circulation, green spaces, administrative buildings, parking spaces and shops.

The project aims at improving the urban living space for increased activity to suit the needs of a growing city and harmoniously better the quality of life of its citizens simultaneously. The magnitude of the project made the government the most suitable operator but end responsibility is for the city of Ouagadougou.

Stages of the project

The project is realized in several stages. It will be done in cooperation with the owners of the site.

Phases:

  • Information campaign for the actors and the population

  • Preparation of a host strip

  • Transfer of ownership to the project ZACA

  • Preparation of a building plan and construction guidelines

  • Liberation of the ZACA strip

  • Realization of roads and sewer infrastructure

  • Construction

  • ! Some steps may be simultaneous

Administration of the project

Comité Interministériel de Pilotage (C.I .P.)

The CIP administers the project. Its president is the Minister of Infrastructure, Living and Urbanisation or his representative.

The composition of the CIP is as follows :

  - Assist the CIP

  - Participate in the monitoring of the different stages of the project or programs

Alternatives

The respect of the construction guidelines for those who want to stay even when their ground is not fit for construction the new plan.

Friendly cession of the terrains by the owners to the project based on market prices. They can relocate to the host strip prepared by the project on the condition they respect the guidelines of the SONATUR.

Measures

Possibility to acquire different plots with infrastructure on the site of the project with an option to:

  - let the project do the construction within timeframe to be determined

  - substract the cost of the plot

  - use the plot within timeframe to be determined

Relocation to better serve demand in agreement with the interested parties

Legal council offered for free by the project to help with certain ownership issues.

Renting entities will be given a legal notice to find a new location.

About the site

Why locate the ZACA project here?

It is a historically grown fact that the area is a commercial and administrative zone.

It is a visible accompanying measure by the government to better orient the destination of the area and to suit the needs of the city (circulation, green spaces, administrative buildings, parking spaces, shops, etc).

What will the project mean for mosques, churches, schools, hospitals, etc?

The official cult places (mosques, temples and churches) will be preserved to the extent this is possible. The same goes for the schools and hospitals, even if they have to be adapted to the new needs of the population.

Will the existing buildings be destroyed?

Within the limits of the possible, every effort will be made to preserve the existing buildings, with a priority to those who possess the necessary papers (construction authorization, PUH, …).

What buildings will be destroyed?

All the buildings that are conflicting with public utility spaces (schools, parking, green spaces, markets, roads, etc) and those buildings that do not respect the building guidelines.

What are the building guidelines

The building guidelines will not be ready until after the information gathering, the topographical survey and the social dialogue that will culminate in the final plan.

What will the project do with plots already sold to new owners (in construction)?

For the plots sold before 12 March 2001, the date after which plots could no longer be sold, their situation will be regularized. The rest will become the object of a session of the CIP. This underlines the importance of the participation in the CIP.

What is the deadline for relocation?

The deadline will be negotiated at the moment of reimbursement. The project will try to find reasonable timelines in accordance with propositions from the population.

Why does the project contact the population of the site?

We contact the population to:

  • explain the foundation of the project

  • better inform the decision makers of the needs and wants of the owners and residents

  • talk about the practical aspects of the realization of the project such as the information sessions, the     topographical review, the determining of the plot prices of those willing to sell to the project, etc

What solutions does the project have for the resolution of domain problems (lost PUH, non payment of taxes, etc)?

These problems will be treated on a case by case basis according to the documents of the information gathering session. In case of difficulties, propositions will be made by the CIP and the Minister Council.

What solutions does the project have for heritage problems?

Lawyers and notaries are provided by the project to help with problems of succession. In all cases, the final solution will depend on the families involved.

What will the Project do with the human remains buried in the zone?

It is a delicate question that the Project will try to answer in the execution phase. It will be solved while respecting the diverse traditions of all the concerned people.

Where does the Project want to relocate the inhabitants of the zone?

In reality, there is no systematic displacement of inhabitants. Those that are capable of respecting the building guidelines have no reason to leave. For those who cannot respect the building guidelines, the project will buy plots in the neighborhood of choice, on the host site in Ouaga 2000 C, of in Nioko (Saaba) conform the conditions of the SONATUR.

About the buying and selling of plots

What is the deadline for payment of the plots sold by the Project?

The payment of plots will be done as soon as the prices have been fixed, after negotiation with the owners. In case of disagreement, the prices will be fixed by the tribunal.

What is the payment method?

The payment will preferably be done by bank check to the owner.

What is the price of the plots to be bought by the Project?

The price will be determined in accordance with the average price of plots on a historical basis.

Who will the Project pay for the plots?

The price of the plots will be paid to the rightful owner. In the case of mortgages or disagreement amongst rightful owners, the sum will be remitted to the mortgage owner or the counsel (lawyer, notary) appointed by the Project to divide the sum.

What will the Project do with the free plots?

The free plots will be used to construct public spaces and to create new plots that will be sold by the Project to recuperate the costs of the infrastructure.

What will the Project do with the informal shop owners of the zone?

In the master plan, certain commercial zones will be designated and appointed to the displaced informal shop owners in accordance with suitability.
